I had heard about this, but here it is in writing (from the Regs):
US Speedskating will only cover travel expenses for skaters meeting the following 500m OR 1000m OR 500m+1000m combined time standard (skated at American Cup 1):
Ladies: 500m: 46.50 1000m: 1:33.50 500m + 1000m: 141.00 seconds
Men: 500m: 43.00 1000m: 1:28.00 500m + 1000m: 132.00 seconds
Note: Qualified skaters not meeting the time standard may participate at their own expense.

I noticed that it in the Rules and Regs too. It seems like they're trying to save money anywhere they can, hence the time standards and only sending 5 skaters to WC 3 & 4.
I took a look at the times skated in the 500m and 3 men and 4 women have met the time standards so far:
500m Men: Keith Carroll Jr, John-Henry Krueger, Jake Powers 500m Women: Jessica Smith, Kimberly Goetz, Emily Scott, Katherine Ralston
They'll all still need to finish in the top 5 or 6 to qualify for the world cups, and after day 1 all but Katherine (7th) are in the top 5.

W. T. H.?? I just knew it. As soon as the last batch of skaters who stood up to them retired, it would be back to business as usual - only worse. Hey USS - Way to support the sport and the up and coming skaters, who will now have an even harder time getting there with the much greater financial burden to carry. With the amount of money USS begs for and brings in while using sympathy for the skaters to do it, travel expenses to World Cups is the VERY LEAST they should be paying for. And does this apply to long track as well?...or are the short trackers (read: USS's b@stard children) the only ones being singled out for this? I know I'm preaching to the choir, but money donated to USS should be going to the skaters travel expenses to international events instead of their over-bloated 'administration'.

I took a look and there is a rule for Long Track Skaters as well. They have to have met what US Speedskating is referring to as "A" qualifying standard in order to be funded for the World Cups.
The difference is long trackers have to meet the time standards between July 1, 2013 and the end of the 2014 Fall World Cup Qualifier as opposed to the Short Trackers who must skate the time standards at the trials.

Advancing: April Shin Katy Ralston Kristen Santos Kimi Goetz Emily Scott Lauren Ziegelmayer Jacqueline Chen Morgan Izykowski Jessica Smith Tamara Frederick... ...and I think Jamie Jurak & Jerebelle Yutangco as the two fastest thirds.
I don't think any of the Ladies made the qualifying time for World Cup travel funding, though Jackie Chen came very close!

Advancing: Casey Mullarkey Soo An Yoo Jae Jae Yoo John- Henry Krueger Cole Krueger Aaron Tran Ryan Pivirotto Jake Powers Tyler Kroll Keith Carroll... ...and I think Adam Callister & Benjamin Thornock as the two fastest thirds
In this round, it looks like Casey Mullarkey got his qualifying times for USS travel funding if he makes the team.
