From the ISU (Note that in an Olympic year there are only 4 World Cups). With these additions to my post above, we have the complete schedule for the 2013-2014 season! (Although some of the above competitions may still be provisional allotments).
Please note that the ISU Council has allotted the above-mentioned Competitions as follows:

Until USS gets their act together, I don't think we will be seeing a WC on US soil any time soon! So much for growing and improving that fan base! Gee, I'm bummed.

NBC Sports Group to present 2014 U.S. Olympic Team TrialsWednesday: May//15 Coverage of both Short and Long Track KEARNS, Utah – US Speedskating, in collaboration with the United States Olympic Committee, announced today that for the first time ever the 2014 U.S. Olympic Team Trials - Speedskating will air on both network and cable television with 13 hours of coverage across NBC and NBC Sports Network. The U.S. Olympic Team Trials will select the 2014 U.S. Olympic Speedskating Team, which will represent Team USA in Sochi, Russia. "US Speedskating is the most decorated Olympic winter sport in the United States with more than 85 Olympic medals. Hi, All! I've created threads for the 2013-14 season - note that in an Olympic year, there are only 4 WC's (rather than 6). WC's 3 & 4 will be used as Olympic Qualifying events. This means that those WC's will be used to qualify COUNTRIES for the Olympics - determining which countries can send athletes, and how many athletes they can send for the limited slots in the Olympic ST competition. It also determines which countries qualify for the relay. Also note that at the time of this posting, the 2014 European Championships, Junior World Championships and World Championships are still listed by ISU as ‘Provisional Allotments’… All of our chat threads for the 2012-2013 season have been archived on the following board: www.therockerforum.proboards.com/board/38/2012-2013-competitions-chat-archivesThe results threads will be left as-is until the 2013-2014 season starts.

The 2013 Winter Universiade (University Games) are taking place in Trentino Italy from December 11-21. The Universiade is an International event, organized for university athletes by the International University Sports Federation (FISU). The Universiade is held every 2 years. Most of the Winter Olympic sports are contested including Short Track Speed Skating. All of the world cup distances are contested and a nation can enter 6 skaters of each gender with a maximum of 3 per distance. There is also a relay team made up of 4 skaters and 1 reserve (meaning only 5 skaters can take part in the relay).
According to the schedule short track races will be on December 18th (1500m and relay heats), 19th (500m and relay semifinals), 20th (1000m and relay finals).
I'm assuming that the US isn't sending any skaters given how close it is to their trials (now that I think about it, I don't think the US has ever sent skaters to a Universiade). Canada is sending the following skaters to the competition: Men | Women | Guillaume Bastille | Caroline Truchon | Patrick Duffy | Keri Morrison | Vincent Cournoyer | Namasthée Harris-Gauthier | Sébastien Landry | Vicky Labourdette | Yoan Gauthier | Jamie MacDonald |
It'll be interesting to see which countries send skaters and who those skaters are. Countries that have sent skaters in the past include South Korea, China, Russia, Hungary, Japan, Great Britain, France....
Also, FISU posts videos from the competitions on their YouTube Channel and they posted finals and highlights from the 2011 Universiade for Short Track. Hopefully they'll continue doing this and we'll get to see some of the races.

Some more information on the Universiade being held right now in Italy.
The competitors have been submitted for the short track events. Here's an article about the event and some of the notable competitors competing in short track:
In Short Track Italy Relies On Experience. Reggiani up Against South Korean World Champion Jinkyu
On December 18th, at the Ice Rink of Trento, the speed skaters of the short track will come into action. The South Korean Noh Jinkyu, who won the World Championship in Sheffield in 2011, will be the hot favourite of the Winter Universiade Trentino 2013 men’s competition. One has also to keep an eye on the Hungarian Viktor Knoch and the Canadians Guillaume Bastille and Vincent Cournoyer.
Italy will rely on the experience of Edoardo Reggiani, taking part in his third Universiade of his career after Turin 2007 and Erzurum 2011. Six years ago, in front of his home crowd, the twenty-six-year-old from Milan was part of the men’s team who clinched the bronze medal in the relay and is nowadays the last gem for the Azzurri in short track. Together with Reggiani, there will also be on the ice Matteo Compagnoni, Peter De Lorenzis and Francesco Palla. On the women’s side, Federica Tombolato will be Italy’s unique female participant. In addition to the usual Chinese and Koreans, the nineteen-year-old from Bolzano will need to pay attention to the fearsome Hungarian Bernadette Heidum.
The three days of competition will start on Wednesday 18th with the awarding of the first medals in the 1500-meters and the preliminary rounds of the spectacular relays. The next day, it will be the turn of the 500-meters and the semi-finals of the relays, while on Friday 20th the titles in the 1000-meters and the team races will be distributed.

Some other notable competitors that I noticed on the list (other then the Canadians mentioned in the previous post) were Lee Eunbyul of South Korea and Agnes Sereikaite of Lithuania.
These games could also provide a look at some up and coming talent.

Lots of Italian nostalgia here for me!
This is in Trento, where one of the Italian skaters we hosted is from - he's apparently not skating, but I'll ask him if he's going! I see a couple of other familiar Italian names... one who graciously drove us to dinner one night when we were in Italy - and yet another who was a frequent visitor to our house during our Italian-hosting year and who I worried had stopped skating!
I wish I had time to watch, but hoping there will be a place to see results...
EDIT: I heard back from my Trento skater - he's not skating, but will be volunteering on the ice. I may have to watch a little bit of it!
